Sets are like small forms, which isolate the upper or lower body. Some involve both, but they have a theme about them

Extensions are like the 2nd half of a technique (or last 2/3's of a technique, depending on length) that a student gets some time after black belt.

One small correction. Some students are taught these extensions long before black belt.
