Ok, I admit that I have a strange sense of humour but I laughed my *** off when I first saw it.
To let you understand it better, Tesz-Vesz Város (very roughly Do Work City) is a 3 language pictorial dictionary for Hungarian children. It depicts heavily antropomorphised animals behaving as humans and teaching kids words describing everyday things, jobs, etc.
Now the attached picture is labeled Be-Tesz Város (again roughly, Screw you up City) and has exactly the same design as the original - but with a bit of a twist.

BTW it's a rather harsh critique of Hungary, not simply drawings of crimes. Most of the depicted actions happen on a daily basis here, only terrorism/explosions and gunfights being rare.
