Official Kukkiwon information in English

I'm trying to find the official Kukkiwon requirements for each rank. Every school I've been to it's hard to tell what's a Kukkiwon requirement and what's a local requirement. I've found a bunch of websites of more localized organizations and schools which have conflicting information, as well as forum posts that have a lot of "I think" and "I believe" qualifying the answers to this question. The information I'm finding on Kukkiwon's website is entirely in Korean. Are there English translations available of the Kukkiwon-specific requirements?

The closest information I have is that to receive a black belt in Kukkiwon, it must come from a certified Kukkiwon Master Instructor (4th Dan or above and have completed the Level 1 course), you must know all 8 Taegeuk forms, and test on sparring and breaking. For higher Dan ranks, the Master must be above the Dan rank you are testing for (2 ranks above your current rank) and for upper Dans must have a Level 2 certification.

What I'm trying to find out is:
  1. Are there other requirements that aren't listed, such as: other techniques (punches, kicks), self-defense, written or verbal knowledge examination, physical fitness standards, time-in-grade requirements (for 1st Dan), mat hours, competition or leadership experience, etc.?
  2. Is there more details regarding the sparring or board breaking requirement, or is that up to the Master conducting the test?
  3. How likely are 1 and 2 to change over time? There's been a lot of rumors of Kukkiwon changing things, but then it doesn't change.
  4. The specific requirements of who can proctor the examination and the Taegeuk forms are spelled out, but did I make any errors in these?
Is there anything official from Kukkiwon, in English, that would help me answer these questions? Or at least some of the more experienced folks on here with closer ties to Kukkiwon than me be able to point me in the right direction?
