I own an operate a restaurant with a full service bar. I deal with the latter type of this issue in that I have to watch people from getting to intoxicated that they can not drive home and cause harm to others.
I have already removed disruptive customers, I haven't had to ban anyone, but I wouldn't hesitate to ban a person that is causing a scene on more then one occasion. If the parent is coming to school intoxicated and driving their child home, it is cut and dry. You report them to the police and protect the child.
