Depending on the position of the peoples bodies, it could be struck with pretty much any kick (front, round, side, hook...). The target is midline inner thigh, halfway between the knee and the groin. You'll need to disambiguate the question.

2 - Gosh, I ought to know this one... umm..... the answer is... it depends. There are at least three ways to say "nine" in Korean. Do you mean "Gu" (&#44396 or "Ahop" (아&#54857 or "Ahopjae" (아홉&#51704?
