I have a very good friend who is a graduate of Yong-In Univ in Seoul and he mentioned an International Tournament him and many other TKD Masters were talking about organizing in the Chicago area in Oct 04. I talked to him about this back in May so if this is one and the same I'll definitely be there with him and my kids. I'll have to remember to call him tonight and make sure this is the same one.
