Where Can I Find Training Partners/Students?

It does depend upon the area. There are places I wouldn't bother to try it. There are other places where disruption is highly unlikely, perhaps to a fault. In the city park nearest me, people probably wouldn't even stop to ask questions.

In Stillwater, there are maybe 5 people out on the streets at any given time. If he and I had been practicing in the park, that would have meant only 3 people out who weren't doing martial arts. LOL
