IMO, if you're trained to shoot center mass, well, chances are, you run the risk of hitting some major internal organs, that're vital to living. Its the uneducated that think the cops should hit a moving target in the arm or leg. Yes, I'd love to see those people attempt to do this, when the pressure is on.
They're taught to hit center mass, and stop the threat. Unfortunately, many times, death is a result of the attempt to stop.
