In our Laissai Fairee Free Enterprise Markets, local 'Check Cashing' stores are a viable business model. For only a 3% commission, you can convert checks to cash at your local corner store. Imagine that ... you're poor, your old, your disabled ... and as an extra benefit, you get to pay for the same **** the more well off get for free. Man, who wouldn't want to be poor in America today?
Why, the noive of these businesses. Imagine: charging for your services! How rude!
The "more well off" don't get these services for free. Free check cashing is an incentive that banks use to get people to give them their money. So they can use it - it doesn't just sit in an Unca Scrooge-like money bin. It's payment for service rendered.
On topic, I tend to think that this would cause less disenfranchisement rather than more. We've heard the stories about people being turned away at the polls because of mistaken identity - same name as convicted felons, or whatever. This could help to more easily differentiate between them.
