No, its not. This is a common misunderstanding of structuralist and post-structuralist philosophy.
It just means that whatever meaning a semantic construction (like anything else) may or may not have is inevitably bound up within the context in which it exists. All truth is context-bound.
Contextual does not mean 'arbitraty' or 'relative'.
