I'd be interested in the answer too. At the moment all I can tell you is that a friend had his 1st Dan KKW cert issued on the 5th of this month and his number is 5357206. It seems that non-Korean KKW certificates start with 5 (or 05) so that would make 357,206 KKW black belts outside Korea?
2.3 million in 1995 ref
4.2 million in 1998 ref
5.46 million in Apr 2003 ref
I believe those numbers are Poom and Dan holders combined
5. Back then, the US (No. 2 in total poom and dan holders from leader Korea) had a total of 28,653 Kukkiwon 1st dans; 7,273 2nd Dans, 2,718 3rd Dans; 1052 4th Dan and 372 5th Dans. (I don't have data for other dans.

The book lists every single country. Anyone want to know any other countries?
Here are the rest of the numbers for the US in 1997:

Depends on how you defind blackbelt. If you define it as first dan or higher, then no, they wouldn't add up, as any student under fifteen receives pum grades and technically should be wearing the red/black belt, not a black belt.70 million?

Given that the vast majority of taekwondoin are probably under the age of twenty, I suspect that kids, teens and young adults make up the vast majority of Kukkiwon dan holders.as opposed to all the old farts who cant kick above the knee?? or have only kicked the bucket. I'm sure that adds to it as well...
These numbers come from the Kukkiwon 25th anniversary book, published in 1997. If you want, I can look up the numbers for 6th-9th Dan back in 1997. It's not that many.
Great Britain/United Kingdom please
But you've gotta admit, the knee is a pretty nice target when dealing with practical application.
Interesting. The school where I learned does practice knee level kicks, though not to a partner's knee.We never aim any kick to the knee, even in Hapkido.
