Met chief attacks rise of the police in black shirts

With the exception of the Royal Ulster Constabulary who wear green all police forces here wear dark blue uniforms with either white or blue shirts, the black polo shirt and trousers are more of a working uniform, everyone retains the blue tunics, helmets etc for posh.
