I can't decide whether I feel this report to be a positive sign that government might start to do something about ameliorating the immigration tide or a negative sign that 'bad things' are afoot in the corridors of power.

I don't see how this suggests that the they might start doing something, when the article states that the government rejects the findings of the report.

Sorry, Cory I read the article with my Politician Inversion Filter switched on.

I concur that the bald statements are those of denial (both in the sense of literally saying "No" and also in refusing to acknowledge the truth of a situation). Business as usual then.
