The guy who makes movies either hit or miss (well mostly miss) has been trying to persuade congress to pass off on his (brother's) invention. A centrifuge that will separate oil from seawater. While it's not perfect it does remove 99% of the oil from the water... however problem is, that 1% left-over is still too high by standards.

Hopefully Congress will approve this machine to at least help do the clean up.
BP SHOULD pay for it irregardless. They're responsible and the lives of the 11 men who died during the explosion on their rig are worth the price tag.
