Only makes sense if you plan to compete at the elite international level. The membership is basically an ID system to help the WTF organize international competitors.

Would be nice if local clubs could use the system to set up and run a local tourney. It would also drive USAT membership, but it doesn't look like it is intended for such?

I think its just a broad overview of what their goals are, I think its good for students who want to compete at the national level, or might be Olympic hopefuls. Its better than the current system.
