What if you threw a tournament and no one came

I thought that rule read that you couldn't compete at a state championship after qualifying at a national qualifier? I didn't read that to bar competing at more than one national qualifier.

Once you qualify in a division, you are not supposed to fight in that division at any other qualifying event, regardless of regional qualifier, state championship or this ESPN event. I think it is safe to say the most people that were interested in qualifying in 1, 2 or even 3 divisions to give them all sorts of options for nationals, have done so already by attending a regional qualifier or 1 or more state championships.
