That rule has existed for at least 20 years. When I travelled to the US without both parents, they had to have that letter with them. But the customs agents used to just ask me directly if this was my dad or my mom and if my other parent knew I was coming. We never had any problem (and my parents were divorced so had more reason to run off with me).
