Strange symbol on cars

I have no idea where else in the world to ask this question, but its really bugging me.

For the last year or so I've seen this little decal thing on the back of cars. At one point out of the three cars surrounding me on the highway, all of them had the same symbol.

It looks like some type of stylized asian woman or something. holding some time of pipe, axe, or instrument of something of another.

I have no idea what it is, or what it means.

Anyone know wtf this thing is?

No, that's not it. And I know what the hatchet man is, if I'm ever surrounded on all sides by icp fans I'll be sure to commit Seppuku.
