On a general theme: I'm still pondering the reach of academics and the workforce into the behavior of students/employees if said action/pictures did not take place on their properties or supported functions.

For the school I teach at, it depends on the circumstances - if the event (say, a fight) is something that started at school and was continued elsewhere, then the students involved may be suspended in addition to any other legal sanctions, but that's usually as much to give the combatants some cooling off time away from the school as anything else. Generally, however, things that occur in the neighborhood are only dealt with at school if they enter the school - despite the many parents who expect the school to discipline other parents' kids for thing that occur away from the school, simply because the other child attends school here.
