The thought that people should "pick themselves up by there own bootstraps" comes from Libertarianism. The opposite is Socialism. Which is NOT about the government does every needed for you. Socialism (in reality) is that the government helps you help yourself. I've heard the same said of God (God helps those who help themselves).

So, a Libertarian would say "you should help youself", a Socialist would say "what can I do to help you pick yourself up". Welcome to Socialism/The Democratic Party.
 
Helping someone make their miracle work is what welfare did for this country after the Great Depression. But don't tell anyone that.
