Flimflam promotion of airports

Regarding the March 23 editorial "When airports eat each other": As a foreigner who lived in Japan for a long time, I always wondered why Japan needed so many airports when most Japanese middle-class/salaried people seemed happy to use the highly efficient and high-speed rail network, which has kept expanding the past 40 to 50 years.
Often the convenience of a flight is not more attractive, nor are the fares cheaper, than those of the Shinkansen. Flights may not be on time and check-in can make the experience worse. Sure, many islands need airports as a convenience; for example, Hachijo-jima needs one. But the question is why should some routes have four empty flights on many days? Why not shelve those flights a few months out of the year?
