Below is the scaled down version of the satellite photo taken during the ceremony... those brown clusters are indeed people.
Note also that there were crowds beyond the Washington Monument all the way up to the Lincoln memorial. Which is roughly another 1/8 of a mile past the Monument.
Absolutely incredible.
