Pretty unique, but I don't see anything inherently wrong with it. Reminds me of if William Cheung's version of the form if it was done with normal WC mechanics.
That is Sifu Chung Kwok Chow. He is in Ip Man lineage, so I suspect this version of Chum Kiu represents his own innovations. It is interesting though! And I agree with you that it resembles what William Cheung teaches.
