Actually, I Have said this for years, also you should only be allowed to carry the bullets in the gun on you.
If you break a law then a jury of your peers can convict you.

The Bad guy is now faced with the though of knowing that there are two or more guns point at him ** Note: Training of use would be required, and people would realize that standing in a circle or across from the other guy with a gun is not a good idea **.
