I'll admit I've not traveled in every country, but I have traveled in most of the US, Mexico, several Caribbean islands, and most of Europe, and I have yet to see a bus (with or without hijackers and/or terrorists) driving around with the windows removed. Seems rather useless training.

If you have to stop to break the window, then what they're practicing won't work anyway.

Not that it's particularly unusual for military scenarios to be unrealistic...
