NO IT ISN'T. The Distric Attorney decides what cases to take to trial NOT the police. The CSI affect is that people expect results pronto and you're right, it's never pronto and lots of times never.

He correctly identified the "CSI Effect", as all of this right now, mutlithousand dollar technology at EVERY department's disposal.
You are correct that the DA decides what cases to approve or not approve for warrant requests and also what cases to take to trial. JKS9199 didn't state otherwise. His headache comes from people who's only exposure to the law is through TV and people thinking that the police can/should do certain things based on fictional TV. Good thing things like "Rules of Evidence" don't exist on Law and Order, etc.
Two BIG examples,
1) You can't arrest me, you didn't read me my rights!!!
2) You have to give me my free phone call!!!
Those are usually followed by the statement of their TV law degree.
