Definitely a poorly thought out/written advertisement for anti-teen drinking.
What they should've worded it was ... "She didn't want to do it, but she was too drunk to say "no" " That, makes the message plain. The implication of "she couldn't say no" does imply (some) victim accountability. But they could have found another way of wording it and putting 100% accountability on the rapist i.e. to say, "She didn't want to, but he didn't care either way."
Likewise the photo isn't making that message clear enough IMO, a few empty beer bottles laying about helps make the connection clearer.

Critics said it was another example of suggesting victims are to blame for rape.
