Seems rather tongue-in-cheek... additionally, I'm not sure that it'd really be that impressive. You'd need to have a fairly narrow, and short range, with a large target, constantly stopping to go and retrieve the shuriken. Personally, I'd just get a large target myself and use it in the dojo.

Chris has it right on it is pretty easy to get a large target and do it yourself at home or in a dojo!

I'm kind of thinking it may be more of a theme bar than an actual training facility... Certainly lots of the site seems a bit tongue-in-cheek.
