Who can award rank/belts in WTF?

What are the WTF requirements for an instructor to be authorized to test students and award rank/belt credentials? Is it something any BB can do or is the school authorized?


How can you spot one that isn't authorized? Is there some list somewhere?

4th degree and above can issue to certification to anyone under black belt...contact the kukkiwon and inquire about the person or ask to see their certification

Slight clarification if I may.........

WTF certifications - Must be 4th Dan and above to submit for students BB status, up to 3rd Dan. 4th must go before a board (min of 3) of masters above testing rank. 5th and above, if it hasen't changed, have to travel to the Kukkiwon to be tested.

Non WTF, school BB certificates can be given out by the ranking Instructor, up to the highest rank below his rank. A first Dan should not promote another to first Dan status, but it has/does happen. If the school is an independent, then accepted protocol (for some), dictates that when the instructor has a student ready for promotion and that rank would be the same as the instructors, then the instructor also goes up to the next level.
