For those interested, there is a great link from the Marine Corps Gazette website for Tactical Decision Games

In a nut shell, you are given the information in a mission brief format about a historical scenarion, what you have in men, firepower and stuff, what the enemy has, your objectives and goals.... and asked "what would you do?" and then you can compare your anwers to others as well as the actual event as it played out if the event is historical (ex. major battle of wwII or Vietnam...). Sort of cool and maybe a way of testing the waters for the aforementioned tactical/military sciences forum.

The mission statement format usually follows something like the acronym SMEAC

Situation
Mission
Equiptment
Administration and Logistics
Command and control

It is also called the 5 paragraph order, so each topic is a separate paragraph of info on you and the enemy both.

I always learned a different meaning for SMEAC, but that was for giving briefings and went:

Situation
Mission
Execution (ie/ how it's going to be done)
Any questions?
Check Understanding

Multi-purpose acronyms would appear to be the way forward :)

METT-T has the E for Equiptment, DUH

Similar, but not as fantastic or intricate. Scenarios in the mag. are single event situations.

The military has used these types of application puzzles for a long time to help prepare leaders and small units on how to effectively apply technical skills. Rock drills, sand table exercises, simulation training..... all as tactical development exercises.

A few games that run similar to this are Panzer Leader and Squad Leader. They exist in a board and computer versions.
