I keep hearing referances to the a "Swimming Dragon" form, exercise or technique in Bagua. Several people, not all of them even Bagua practitioners, have refered to this as "the apogee of the internal arts" and similar descriptions. However, no one seems to have video or a concrete description of what this "Swimming Dragon" set entails.

Anyone have a video or a good description?

It may or may not be a Bagua form, that I do not know, but it is a Qigong form taught by TK Shih. I tried to practice it several years ago, but due to a prior back injury I was not able to continue.

The only other thing I found on it was this

Swimming dragon or Tai yi you long gong is the name of an Neijia (internal or soft style) Taoist martial art form that has been practiced in China for hundreds of years. It is Taoist Master Yu Anren’s family heirloom, originating from Wudang Mountain in China. It combines elements found in Qigong, Tai Chi Chuan, and dancing emphasizing both the inner and outer practice.

Note: Neijia

Yes, there is a "Swimming Dragon" Bagua form - Dr. Yang Jwing-ming introduces it in his book on Bagua (I think) but whether or not it's the real swimming dragon form, I don't know.

Swimming Dragon is also a stage of practice. We call it swimming body.
