I saw this on the BBC and was overcome with the urge to sigh and shake my head at the ridiculousness of the lengths that some politico's will go to to get some legislation through with their name on it ... no matter how daft that legislation is.

Just who is well served by banning people from smoking at the shoreline? If litter is a problem, educate your population not to be selfish {expletive deleted} rather than persecute and infringe the liberties of a significant fraction of that population.

As an ex-smoker myself, I really don't like people lighting up in restaurants and overly smoky atmospheres are just generally unpleasant but the odd whiff of cigarette smoke wafting down the beach is hardly high on "My list of things about which something must be done!".
 
This is already the law in some cities on the West Coast.
 
I'd repeat what Andrew Dice Clay said about smoking laws in San Francisco, but, I don't need a suspension...
