That is the 8 minute short fan-made move: Dead End. It stars Clark Bartram, who was an ESPN fitness person.
I HIGHLY recommend watching it.
Bonus: there are 2 surprises at the end of that video.

Total agreement here. What really drives the Dark Knight series is the story than the flash. He could be wearing the simple pull over costume used in the Batman vs Predator film on YouTube and that'd be fine as long as the story is engaging and keeps with the theme of the series.
I stopped enjoying the "new-Batman" movies right after Tim Burton released control of the helm. But was glad the Christian Bale starring vehicle was more aligned with keeping of the gothic themes prevalent in the tale of the Dark Knight.
The flash of Batman Forever and Batman Returns left me ill. It became too gaudy and over acted.

I think they had no choice but to take the Joker in a different direction. Jack nailed it, playing the Joker as a similar character would do nothing but point out that the new guy is not Jack.

I think you're right. The new guy, Heath Ledger, by the way, has to present his own Joker.

The batsuit is pretty cool. I think you could do some useful crimefighting in that.
