It looks like the video may be of a police officer who pulled over somebody dressed as a Power Ranger. It looks like the costumed driver may have gotten out as the officer was approaching the vehicle, and when the officer saw the Power Ranger, he was like "what the..?" and started reaching for his gun 
At that close range though, until the officer clears his pistol the power ranger would have the upper hand; because in a sense, the Power Ranger would be fighting a guy who has one hand tied behind his back.

Please was that really a gun and shots fired or was this staged? I found it funning in Oregon they would have shot him 47 times after firing about 500 rounds?
