Kicks in Kenpo

I know that where I train, kicks aren't emphasised all that much(not an excuse for my subpar kicking) and are generally aimed at a low target when they are used. My question is, how much emphasis is placed on kicking properly(ie. balanced, powerful, chambering and using the right part of the foot) and if so, how are they practiced.
