I noticed that many online shops are selling the IKKA crest and Universal symbol patches. Is there a live trademark or copyright for these to designs? I searched the government sites and couldn't find a live mark.

Anybody have any info on this? I've got a couple of ideas for some items I would like to create, but I certainly don't want to violate anyone's intellectual property rights.

Yes, mail your orginal artwork through certified mail making sure you time & date it, in a sealed envelope to your current address, make sure, you do not devulge, to anyone.
