Well, there is this...

All the participants also received HIV prevention services, including condoms, risk-reduction counseling and testing and treatment for sexually transmitted diseases, according to the CDC.

So it looks like they were not exactly being encouraged to engage in risky behavior; the drug instead significantly decreased the infection rate versus the control group, who had all of the same information and other preventative tools at their disposal (likely more than the general population of the area does as well).
 
I suppose....
Sounds like fun to tell your subjects that, 'Well, we are really sorry, but you were in the control group, see you tomorrow for anti viral treatments...'
