I've maintained for quite some time that terrorist attacks against civilian targets by guerillas is not a sign of a successful guerilla campaign, but a sign of a desperate one. There are very few instances in world history where guerilla's have been successful engaging in terrorist attacks that result in their alienation with the civilian population, and ultimately, their own destruction.

Successful raids and attacks against foreign and domestic military forces can serve to embolden and strenghthen the resolve of civilian populations, and every successful guerilla movement has understood this. Violence against large numbers of civilians, however, is ultimately counter-productive. It seems that al-Qaeda is finding this out.

It seems that al-Qaeda's alienation of the population is beginning to grow and take on momentum. It is doubtful that al-Qaeda will learn this lesson and alter it's strategy. It is more likely that al-Qaeda will simply intensify it's attacks.
