Something about this interview, and a couple of other threads that I've been looking at, gave me an idea about why TKD, and KMAs in general, are organized in such a relentlessly top-down way, and why there seems to be such widespread acceptance in Korea for the idea that the content and development of TKD should be centrally managed.
