Dear Tim,
I just came across a legislative proposal by Senator Marchi, Long Island
Republican and Assistant Senate Majority Leader, that if passed, would
require The Satae Commissioner of Education "... to adopt rules and
regulations for licensure of martial arts instructors and any entity
that offers martial arts." The bill number in the NY Senate is S3836.
I am suggesting that every martial arts instructor regardless of style
or system in NYS should write both Mr. Marchi and the Senate Leader,
Joseph Bruno and express their very strong opposition to this proposal.
It would not hurt to enlist the aid of our friends outside of NYS to
assist us in this effort. They have a stake in this game, because if NY
passes this kind of legislation, it will not be hard to imagine other
states getting in onm the action. Imagine trying to line up seminar
gigs without being a registered martial arts instructor within another
state or trying to arrange seminars and camps for people not registered
in NYS!
It sure seems to me that we all have a lot to lose if this bill is not
soundly defeated in this session of the legislative year. There is also
a companion bill (A06533) within the State Assembly. People need to get
on this and petitions need to drafted and signed expressing our
opposition to this bill.
I have already sent a very long e-mail to Marchi, Bruno and my State
Senator, Dale Volker (who is also serving West Seneca & Depew).
